Microsoft Toolkit Final. Microsoft Toolkit – multifunctional KMS-activator for the operating systems Windows Vista, 7, Windows 8/Server, 2012, and Office 2010/2013. Includes a set of tools for managing licenses and activation. He can use the KMS-activated, even if you use a retail Retail license. Well, it turns out safe mode is a no go, because it probably couldn't start OSPPSVC. You could try 2.1.6 for now, as it doesn't use the technique that is failingand If you can't find 2.1.6 I'm sure someone can find a link.

Thank you very much, Doug.
I took a quick look and the primary recommendations are deleting registry keys. But I will give them another try.
I appreciate your help.

this does work, and i do know about this workaround, but unfortunately, not my entire workplace has migrated to office 07+, so those still on 03 and lower cannot use the new file format. this is not an acceptable fix for me. issue unresolved (no COM add-ins).

Installl the micosoft compatility pack for your 03 and lower users. Then they will be abile to view and save in the *.dotx format! Also it might be time to start migrating your files over. it will just get worse as the time goes by and microsoft phases out its old products.

for those that still need to keep their files in legacy .doc/.xls/.ppt '03 format, the actual problem, for my company anyway, is that there are missing visual basic references that need to be unlinked.
right-click the 'file' ribbon title, and click 'customize the ribbon...' in the main tabs area, check the 'developer' box. close this menu.
the 'developer' tab should appear in your ribbon bar. click this tab, then click the 'visual basic' button. in the visual basic interface, click the 'tools' menu, and click on the 'references...' option. uncheck any references that start with 'MISSING'
close the visual basic interface and you should be able to save your document without the above error message.
